I'm a 2D generalist and I've been working a few years on different kind of projects, mostly games. I did animation mainly in Flash for a while and recently moved to Spine, in fact I don't have much portfolio material as up to this point all I've done in it is under NDA.

Speaking of your request, I believe the complexity of your scenes would vary. The running platypus for instance is a much more complex animation than the eyes bulging of the goose. I imagine what you're looking for is something like this http://qi.com/zoo/ maybe in a more snappy style of animation, is it correct? Quick loops of single actions.
If the material you provide is already separated on layers for animating, I'd say these scenes would take 1 to 2 days to rig and animate, unless there are a lot of complex ones. Since your focus is on quality though, I'd dare say only very easy ones would be done in a day. This includes rigging, of course.
Prices: for this kind of job I usually ask for about 160€ a day, you do the math.
If you're evaluating different softwares consider the export options, too. Spine integrates easily with Unity and you export image atlases that are pretty lightweight for an app. I don't know much about ToonBoom but a studio I worked at, chose Spine instead right because of this.
