Pressing this hotkey while editing an animation in animate mode will reset the pose to the setup pose. In the video above, I used this hotkey with no bones selected. If you had bones selected, only the currently selected bones will be reset to the setup pose.
If the Setup Pose hotkey does not work as it does in this video under yours, please make sure that the key is correctly specified in the Setup Pose field of the hotkeys.txt file:
