Erika You can try to bind those to a bone and then rotate/resize it instead of the mesh. I know it's not the same but maybe it will do...

Nate As you know, we hide the main toolbar and give different tools for UV manipulation. Rotation is tricky, because UVs cannot go outside the image bounds. Going by 90 degree increments could be possible, but we'd still need to ensure UVs stay within bounds. Scale would be useful in some cases. We'll give some thought on how to best enable rotate and scale for UVs.
