Do you have antivirus software installed? It appears that something has changed the rights on the file C:\Users\JOM-PC\AppData\Local\Temp\libgdxJOM-PC\68069333\lwjgl.dll, which is a file Spine installs so it can run hardware accelerated. Please make sure Spine is not quarantined by your anti-virus software and that the folder permissions for C:\Users\JOM-PC\AppData\Local\Temp\libgdxJOM-PC\ are correct for your Windows user.

Try deleting it, Spine will recreate it. If you still have the problem, disabled antivirus and similar software, as badlogic explained.

Spine writes files to your user directory and then loads them. The error you are getting says Spine got an access denied error from the OS trying to load the files. If it isn't some antri-virus or anti-malware program preventing access to those files, it could be some permissions on your user directory are bad. You can try reseting the permissions, Google might help.
